While the HP 14 Stream is an internet laptop first and foremost, it’s still functional without it—you can download Windows 10 apps and get some good use out of it without an internet connection.

HP’s $200 Stream 11 has something to prove: that you can enjoy a small, cheap Windows laptop as much as users have enjoyed small, cheap Chromebooks for the past couple of years.
