A t least 66 people are dead in central Texas after devastating flash floods slammed Texas Hill Country, with water rescues taking place along the Guadalupe River. A dozen are still missing from Camp Mystic in Kerr County, a children's summer camp, officials said Sunday.

David Simmons, 55, of Elizabethtown, watched first-hand a similar tragedy unfold in the same area of central Texas almost 40 years ago. He hasn't forgotten what he witnessed.
