It is a HOHO set up and they provide more than enough time to get off and roam. Changing of the guard is something you do not want to miss

No. You can walk to the gravesite. There is no extra charge. However, If you want to go on the narrated tour by bus there is a charge of 12.00. It is very comprehensive and it tours the entire national cemetery and it takes you to the unknown tomb. Very much worth the cost.

If you are very fit you certainly can walk anywhere especially the cemetery, but if you have any doubts look for transportation. It can be very warm depending on the season.
